Exploring the Determinants of E-Learning Media Selection and Production among Public Sector Learning Technologists: A Qualitative Inquiry at the Ministry of Finance

Abstract
This study aims to examine the factors influencing the selection and production of e-learning media by Learning Technologists at the Ministry of Finance of Indonesia. A qualitative phenomenological approach was employed to obtain an in-depth understanding of the experiences and practices of Learning Technologists in developing digital learning media. Data were collected through in-depth interviews with 12 key informants, all of whom were Learning Technologists, and 12 supporting informants. The interview findings were complemented by direct observations of e-learning implementation on the Ministry of Finance Learning Center (KLC) Learning Management System (LMS). The results identified seven key factors influencing media selection: learner characteristics, learning content characteristics, instructional objectives, time availability, resource availability, stakeholder requests, and findings from previous media evaluations. During the production stage, Learning Technologists applied the chunking technique based on Mayer’s Cognitive Theory of Multimedia Learning and Gestalt Theory to reduce learners’ cognitive load and improve the effectiveness of instructional content delivery. The findings highlight the strategic role of Learning Technologists as technology mediators who bridge subject-matter expertise provided by instructors with digital innovation within a highly structured public-sector bureaucracy. Theoretically, this study extends the application of Media Richness Theory in the context of e-learning development in the public sector. Practically, the findings provide valuable insights for government institutions in designing policies and strategies for developing effective, adaptive, and user-centered digital learning media.
